Ethics Committee Guidelines

The Ethics Committee serves as the moral compass of the SCP Foundation, ensuring that our actions, while necessary for the protection of humanity, do not cross certain ethical boundaries. The following guidelines are to be adhered to in all Foundation operations:

1. Preservation of Human Life

The preservation of human life should be prioritized whenever possible. However, it is acknowledged that in certain circumstances, individual lives may need to be sacrificed for the greater good of humanity.

Exception: [REDACTED BY ORDER OF O5-2]

2. Informed Consent

Where possible, test subjects should be informed of the risks involved in SCP testing. D-Class personnel are exempt from this principle due to the nature of their recruitment.

3. Minimization of Suffering

When testing or containment procedures involve pain or discomfort, all efforts should be made to minimize suffering without compromising the integrity of the procedure.

4. Respect for Sapient Entities

SCPs displaying signs of sapience should be treated with a basic level of respect and dignity, insofar as this does not interfere with necessary containment procedures.

5. Environmental Consideration

Containment and testing procedures should minimize environmental damage when possible. In cases where environmental damage is unavoidable, efforts for restoration must be made post-operation.

6. Transparency and Accountability

All decisions made by the Ethics Committee must be documented and justified. Regular internal audits will be conducted to ensure compliance with these guidelines.

Ethical Dilemmas and Resolution Protocols

When faced with ethical dilemmas, Foundation personnel are to follow these steps:

  1. Identify the ethical principles in conflict
  2. Assess the potential outcomes of each course of action
  3. Consult with Ethics Committee representatives if time allows
  4. Make a decision that best aligns with the Foundation's mission while minimizing ethical violations
  5. Document the decision-making process and outcomes for review

Case Study: The Trolley Problem in SCP-XXXX Containment

In the containment of SCP-XXXX, a scenario arose where researchers had to choose between sacrificing one D-Class personnel or risking a containment breach that could potentially harm thousands. The Ethics Committee ruled that in this case, the sacrifice of one life to save many was ethically justifiable, but mandated that efforts be made to improve containment procedures to prevent such scenarios in the future.

Whistleblower Protection

The Ethics Committee maintains an anonymous reporting system for Foundation personnel to report ethical violations without fear of reprisal. All reports are thoroughly investigated.

Remember, the Ethics Committee's role is not to impede the Foundation's mission, but to ensure that in our quest to secure, contain, and protect, we do not become that which we seek to defend against.

Note: These guidelines are subject to change based on new ethical challenges posed by anomalous entities and phenomena. Regular ethics training is mandatory for all Foundation personnel.
